Connecticut General Supervision Activities for Part C to B Transition: FAPE by Three
The Connecticut State Department of Education (CSDE), Bureau of School and District Improvement has developed a general supervision process for those school districts that are identified as not providing FAPE to one or more children by age three as a result of a data merge related to transition between Part C and preschool special education.

describes that general supervision activities that CDSE uses when an LEA has been identified
as not providing FAPE by age three to one or more children. The activities include data
verification, data review and analysis, optional on-site visit, feedback to district, improvement

school district for each child who was identified as not receiving FAPE by age three along with
requiring additional information to be submitted to the CDSE.
