Connecticut General Supervision Activities for Part C to B Transition: FAPE by Three
The Connecticut State Department of Education (CSDE), Bureau of School and District Improvement has developed a general supervision process for those school districts that are identified as not providing FAPE to one or more children by age three as a result of a data merge related to transition between Part C and preschool special education.

as not providing FAPE by age three to one or more children. The activities include data
verification, data review and analysis, optional on-site visit, feedback to district, improvement
