• Preschool Services Under IDEA (2007) (PDF: 247kb) - This parent advocacy brief from the National Center for Learning Disabilities (NCLD) explains the services preschoolers may be entitled to under the Part B, Section 619 Preschool Program of IDEA 2004.
• Eligibility Policies and Practices for Young Children Under Part B of IDEA NECTAC Notes, #24 (2007, May) (PDF: 190kb) - This document analyzes states' definition of developmental delay and summarizes the state eligibility classifications and criteria under Part B of IDEA.
• Preschoolers with Disabilities: Characteristics, Services, and Results (2006) (PDF: 1966kb) - This is the first major report from the Pre-Elementary Education Longitudinal Study (PEELS), which includes a nationally representative sample of more than 2900 children who were ages 3 through 5 and receiving preschool special education services in 2003-2004. It describes characteristics of the participating children and their families, children's school-related readiness and behavior, and characteristics of educational services and providers.
• Changes in the Characteristics, Services, and Performance of Preschoolers with Disabilities from 2003-04 to 2004-05 (May 2008) (PDF: 1587kb) - This is the second major report from PEELS. Topics covered include declassification (children leaving special education), reclassification (movement from one primary disability group to another), changes over time in the special education and related services provided to preschoolers with disabilities, and changes in children's performance on a series of direct and indirect assessments in the areas of emerging literacy, early math skills, social behavior, and motor skills from 2003-04 to 2004-05.
