Effective by design

NECTAC is an outcome-oriented project, grounded in the beliefs that all children have a right to quality services and care, and that technical assistance is a powerful and effective mechanism for improving systems, services, and ultimately, the outcomes for children with disabilities and their families.

For more than twelve years, the National Early Childhood Technical Assistance Center (NECTAC) has used a logic model for project planning and for evaluating the impact of our technical assistance activities on Early Intervention and Preschool Special Education programs served under the early childhood provisions of IDEA. The NECTAC Logic Model, designed by project staff and negotiated with the project officer, ensures a common understanding of the project values, core activities, and intended outcomes and guides the project implementation and evaluation. Based on the work of Wholey (1979), the Model responds to the emphasis on performance-based accountability.
